Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are fought: positive announcements are issued from various governments. Considerable effort is allocated on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a capability afforded by up-to-date information. From vantage locations, defense planes that had been scrambled to intercept incoming aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's missile defense thundered: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, most likely provided by allied countries. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly becomes sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and further power outages.
Ongoing Risks
Following this, a heavy machine gun opened up on a drone somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the early updates: several casualties, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a reliance that regional partners are clearly incapable to replace in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new approach from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington works based on a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is impossible to compel Moscow to surrender the territory that it already controls in Ukraine's south or east.
The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through statements or actions, from thinking that the situation will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its benefit.
Existing Situation
Objectively, there are no real preconditions for a armistice. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a just a single week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.
While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
